Electric Vehicle Tax Exemption

P.L. 2024, c. 19 repeals the Sales and Use Tax exemption on sales, leases, and rentals of zero emission vehicles (ZEVs). Beginning October 1, 2024, sales of ZEVs are subject to tax, and the exemption will be increased to 50% of the full rate for nine months. Then increasing to the full 6.625% on July 1, 2025.

Charge Up New Jersey Program

Note: This program was revised effective July 1, 2025.

The Charge Up New Jersey Program provides incentives to residents who purchase or lease new battery electric or plug-in hybrid vehicles. To qualify, vehicles must have an MSRP of less than $55,000. 

The Charge Up New Jersey standard incentive is $1,500, available at the point of sale.

The Charge Up+ incentive is $4,000 for income-qualified residents

Home Charger applicants: Eligible chargers purchased more than 60 days prior to July 1, 2025 will not be eligible for an incentive.

Electric Vehicle Tax Credit - Personal

The State of Montana has established a tax credit for the conversion of gasoline vehicles to alternative fuel vehicles. This credit is available for individuals, corporations, partnerships, and small businesses. Alternative fuel for the purposes of this law means natural gas, liquefied natural gas, liquefied petroleum gas, electricity, hydrogen, or any other fuel if at least 85% of it is methanol, ethanol/other alcohol, ether, or any combination of these.

E-ZPass Minnesota Electric Vehicle Incentive

This program addresses a larger goal of trying to get more electric vehicles on the road in Minnesota by giving E-ZPass Minnesota credits to people who purchase or lease a new or used electric vehicle between November 1, 2019 and October 31, 2027. The E-ZPass Minnesota incentive encourages those who are thinking about purchasing or leasing a vehicle to choose an electric vehicle or a plug-in hybrid electric vehicle. Note: you must have or open an E-ZPass Minnesota account including all minimum balances and fees, as applicable, to receive E-ZPass Minnesota credit. Only one electric vehicle incentive per account. Electric Vehicle Supply Equipment (EVSE) Rebate Program

The Maryland Energy Administration is working to expand Maryland's electric vehicle charging infrastructure by providing rebates for acquiring and/or installing qualified EV charging stations. Rebates are issued on a first-come, first-served basis as long as funding is available.

H.B. 550, enacted in 2023, extended the end date for this program until the end of fiscal year 2026 and increased the annual program budget to $2.5 million. It also increased the eligible rebate percentages from 40% to 50%

Clean Fuels Incentive Program (CFIP)

The Clean Fuels Incentive Program (CFIP) has $1.3 million solicitation in Fiscal Year 2021. It has two areas of interest: Fleet Alternative Fuel Vehicles and Publicly Available Alternative Fuel Infrastructure. Electric Vehicle Rebate Program

Efficiency Maine administers a rebate program that offers instant and mail-in rebates for qualifying battery electric vehicles (BEV) at participating dealers or through direct purchase from a manufacturer. Rebates are listed below; rebates for individuals vary based on income and rebate limits vary as well:

New EV: $7,500 (low income individuals), $2,000 (moderate income individuals), $2,000 (businesses, nonprofits, governmental entities, and tribal governments)

Used EV: $3,500 (low income individuals), $1,500 (moderate income individuals), $1,500 (businesses, nonprofits, governmental entities, and tribal governments)

Alternative Fueling Infrastructure Tax Credit (Personal)

The State of Louisiana provides tax credits to persons or corporations within the state that invest in qualified clean-burning motor vehicle fuel property, including electric vehicle charging infrastructure. Any person or corporation that purchases such property is allowed a non-refundable credit against income tax liability.
