Energy Efficiency and Conservation Requirements for Utilities

In October 2008 Pennsylvania adopted Act 129 requiring PA Public Utility Commission (PUC) to establish energy efficiency and conservation program for the state’s investor owned utilities. The standard applies to utilities with at least 100,000 customers, which includes the following seven Electric Distribution Companies* (EDCs): PECO Energy, PPL Electric Utilities, West Penn Power, Pennsylvania Electric (Penelec), Metropolitan Edison (Met-Ed), and Duquesne Light.

Hawaii enacted legislation (HB 1464) in June 2009 that established an Energy Efficiency Portfolio Standard (EEPS). Hawaii's EEPS and Renewable Portfolio Standard (RPS) are related. Until January 1, 2015, energy efficiency was included in Hawaii's RPS. However, beginning in 2015, energy efficiency and displacement or offset technologies were no longer be eligible to fulfill Hawaii's RPS; these technologies became part of the separate EEPS. Delmarva Power - Home Performance with ENERGY STAR Incentive Program

Delmarva Power and Light Company offers the Home Performance with Energy Star Program, which provides incentives for residential customers who have audits performed by participating contractors. This is a whole-house approach to meeting the MD executive goal to reduce electricity consumption per person. An energy audit of homes will determine the most effective and appropriate energy-saving measures for customers. In addition to energy savings and comfort, custom incentives for energy-efficient equipment and appliances are available for participating homes based on a discounted energy audit. Jo-Carroll Energy - Energy Efficiency Rebate Program (Electric)

JCE Co-op offers an array of incentives for both residential and commercial members to encourage energy-efficient upgrades. Electric incentive categories include: appliance & lighting upgrades, water heaters, new-home programs, and HVAC systems (air-source heat pumps, geothermal ground-source systems, etc.). Commercial/industrial and agricultural accounts also qualify under specific electric-ag incentive offerings. The total rebate cap is $20,000 per account per year, and rebates must be submitted within three months of purchase or installation.

AlabamaSAVES Revolving Loan Program

The Alabama Department of Economic and Community Affairs (ADECA) offers an energy efficiency and renewable energy participating loan program called AlabamaSAVES. The Program funds subordinated participating interests in qualified third-party loans used to finance energy projects at existing commercial, industrial and non-profit businesses in Alabama. Linn County Rural Electric Cooperative - Residential & Small Commercial Energy Efficiency Rebate Program

Linn County Rural Electric Cooperative Association (Linn County RECA) is a member-owned cooperative. To encourage energy efficiency, Linn County offers a number of rebates to residential and small commercial customers with less than 75 kW in non-coincidental demand during the bill months of December, January, February, June, July and August. Missouri Rural Electric Cooperative - Residential Energy Efficiency Rebate Program

Missouri Rural Electric Cooperative (MREC) offers a number of rebates to residential customers for the purchase and installation of energy efficient equipment. Eligible equipment includes room air conditioning units, water heaters, geothermal heat pumps, and air source heat pumps.

Rebates are limited to residential customers receiving electric service from MREC. All equipment requirements must be met in order to receive rebate check. AEP (Central and North) - Residential Energy Efficiency Programs

The Residential Standard Offer Program and Hard to Reach Standard Offer Program provide incentives to Project Sponsor contractors for installing energy efficiency measures at the homes of residential customers. Both programs provide incentives for upgrades to residential properties; however the Hard to Reach Program focuses on low-income homes and underserved communities. Oklahoma City - Green Home Loan Program

Homeowners in Oklahoma City are eligible for energy efficiency loans up to $20,000, with 3% fixed interest. Residents must repay the loan within 60 months. To receive a loan, a resident must:

  • Own and occupy a residential property within Oklahoma City
  • Have not received other federal weatherization assistance (like Special Assistance for the Eligible, Home Exterior Maintenance Program, or Emergency Home Repair)
  • Provide income verification, though there is no household income limit.
