City of Boulder - Solar Sales and Use Tax Rebate

In 2006, the City of Boulder established a solar sales and use tax rebate for photovoltaic (PV) and solar water heating installations. Solar system owners may receive a rebate (essentially a tax refund) drawn from the unrestricted tax revenues collected from solar energy sales.

Pitt County - Wind Energy Systems Ordinance

The Pitt County Board of Commissioners adopted amendments to the county zoning ordinance in March 2010 which classify wind energy systems as an accessory use and establish siting and permitting requirements for their installation. The zoning ordinance was again amended in 2019. The ordinance applies to small to medium systems designed primarily for on-site use in conjunction with a principal dwelling unit or business. The ordinance does not apply to utility scale systems.

Renewable Energy System Exemption

In March 2010, South Dakota established a new property tax incentive that replaced two existing property tax incentives for renewable energy. Facilities that generate electricity using wind, solar, hydro, hydrogen generated by another eligible resource, or biomass resources are eligible for this incentive, as are facilities that generate other forms of energy using solar or geothermal resources.

Local Option - Property Assessed Clean Energy

Note: In 2010, the Federal Housing Finance Agency (FHFA), which has authority over mortgage underwriters Fannie Mae and Freddie Mac, directed these enterprises against purchasing mortgages of homes with a PACE lien due to its senior status above a mortgage. Most residential PACE activity subsided following this directive; however, some residential PACE programs are now operating with loan loss reserve funds, appropriate disclosures, or other protections meant to address FHFA's concerns. Commercial PACE programs were not directly affected by FHFA’s actions, as Fannie Mae and Freddie Mac do not underwrite commercial mortgages. Idaho Falls Power - Residential Energy Efficiency Rebate Program

Idaho Falls Power's Energy Efficiency Loan Program offers rebates for qualifying customers to purchase and install efficient electric appliances and implement weatherization measures. This program is only available to customers with a good payment history with City Utilities (i.e. no outstanding current balance, no disconnects for nonpayment, no delinquencies), and who have minimum of one year payment history with the utility. Property Tax Exemption for Residential Solar Systems

Residential solar energy systems are exempted from property tax assessments in New Mexico in most circumstances. For the purposes of determining property taxes, the value of a property cannot increase by the greater of 3% of the previous year's assessment or 6.1% of the assessment from two years ago according to state law. An assessment may exceed these restrictions, however, if physical improvements are made to the property. PECO Energy (Electric) - Residential Energy Efficiency Rebate Program

PECO electric service customers are eligible for rebates on ENERGY STAR qualified appliances and HVAC equipment. Whether eligible technologies are purchased through a retail store or a contractor, customers should fill out a rebate form and attach a paid receipt. PECO will also pick up, recycle, and provide rebates for an old refrigerator or freezer. Lighting discounts are also available through selected retailers. Fuel switching rebates may also be available to PECO customers.

Residential New Construction Program

In Massachusetts, home builders constructing new homes in territories of sponsoring utilities and energy efficiency service providers* can receive up to $7,000 in incentives for building a home more efficient than the typical Massachusetts home.
