NOTE: H.B. 8354 enacted on June 2016 extended the customer benefit charge of 0.3 mills/kWh until end of 2022. This charge was set to expire at the end of 2017. 

Electric

Rhode Island law allows its electric distribution companies to collect two sets of public benefits charge to fund renewable energy and energy efficiency programs. 

Renewable energy programs are funded by a charge of 0.3 mills (0.03 cents) per kilowatt-hour (kWh) of sales of electricity. This benefit charge was established in July 2007 and will remain in effect till December 31, 2022. Renewable energy fund is administered by the Rhode

Lewis County offers loans for owner-occupied residential and non-residential buildings. Applicants must pay a $610 loan origination fee, and abide by other program requirements. Interested customers should refer to the website above for more details. 

NOTE: In 2010, the Federal Housing Finance Agency (FHFA), which has authority over mortgage underwriters Fannie Mae and Freddie Mac, directed these enterprises against purchasing mortgages of homes with a PACE lien due to its senior status above a mortgage. Most residential PACE activity subsided following this directive; however, some residential PACE programs are now operating with loan loss reserve funds, appropriate disclosures, or other protections meant to address FHFA's concerns. Commercial PACE programs were not directly affected by FHFA’s actions, as Fannie Mae and Freddie Mac do not underwrite commercial mortgages. Efficiency Works for Homes is a residential energy efficiency rebate program offered by four utilities through the Platte River Power Authority: 

• Estes Park Light & Power
• Fort Collins Utilities
• Longmont Power & Communications
• Loveland Water & Power

Blue Ridge Electric Cooperative offers up to $300 for the purchase of an electric water heater. The rebate amount varies based on the size of the water heater purchased. Only one rebate will be paid per home. Blue Ridge Co-op must be allowed to inspect the water heater at any time to ensure program compliance and proper operation. Blue Ridge may end this program without notice at any time. Visit the program website for more information.

Entergy Mississippi offers a variety of rebates and incentives for energy efficient equipment for residential customers. The offerings are separated into 4 categories, A Direct Install Program, A/C Tune-up program, Heating and Cooling Equipment, and Appliances. Residential customers of Entergy Louisiana, and Entergy Gulf States Louisiana can participate in energy efficiency programs designed to help offset cost of installing energy-efficient equipment and measures. Entergy Solutions offers programs for Entergy Louisiana residential customers to save energy and money by reducing the up-front cost of energy efficiency upgrades. The program partners with participating trade allies and retailers, who will help customers find new ways to save. Check here for a list of trade allies.

Arkansas Oklahoma Gas (AOG) provides financial incentives to its residential and small commercial customers for both existing and new construction homes and small business whose primary fuel for heating is natural gas. Incentives for dealers/installers are available for specific equipments. Application along with necessary documents must be submitted to the rebate center within 90 days of installation date or before December 31. Rebate checks will be mailed within 4-6 weeks after completion. 

AOG also a part of a statewide joint weatherization program. The program helps to promote energy efficiency in low income single family residential customers. Incentives are available

Cape Light Compact (CLC) offers a variety of financial incentives to customers for purchasing energy efficient residential equipment. Residential customers can take advantage of incentives on weatherization measures, solar water heaters, central AC systems, heat pumps, oil and propane heating equipment, refrigerators, freezers, and other home appliances. Installation of a central AC systems and heat pumps must be performed by a pre-approved contractor, who will provide the rebate form. Instant rebates for certain appliances are also available at participating retailers.

CLC also offers home energy assessments, which include free energy efficient light bulbs, free air sealing, and 75-100% of the

Residential and Non-residential Customer applications for solar rebates have reached the 2019 program capacity limit. All additional Residential and Non-residential Customer applicants will be placed on the rebates waiting list.

Duke Energy's Solar Rebate Program, a part of Duke Energy's voluntary Distributed Energy Resource Program, was approved by an order issued on July 15, 2015. This program is offered by both Duke Energy Progress and Duke Energy Carolinas.
