NOTE: Although this entry is categorized as net metering, the policy adopted by the Mississippi PSC does not meet DSIRE's definition of net metering, as excess generation is not netted one-to-one against consumption over the billing period. 

The PSC filed an order in early January 2025, updating Entergy Mississippi's NEM-2's value of DG applied to excess credits. The new values are 5.5 cents/kWh for customers not eligible for the tariff's low-to-moderate income adder, and 7.5 cents/kWh for those that are eligible. In December 2024, the Mississippi Power filed for approval its RENM-3 net metering rate schedule, which would replace RENM-2

WSHFC Sustainable Energy Program

The Washington State Housing Finance Commission’s (WSHFC) Sustainable Energy Trust (SET) provides low-interest loans for energy-efficiency or renewable energy projects. The Commission can finance up to $1 million at favorable interest rates (subject to underwriting. SET loans are typically issued for the three categories of projects listed below.

New construction of high efficiency single-family homes

Eligible projects must exceed Washington State Energy Code by at least 12%. Construction loans are available to housing developers. Individuals seeking financing for their own homes are not eligible.

Energy and water efficiency upgrades for multifamily housing and nonprofit facilities

City of Chicago - Solar Express Permit Program

In 2013, the City of Chicago streamlined and standardized the permitting and zoning process for rooftop solar photovoltaic (PV) systems. Small and large rooftop PV generators can now access the City of Chicago Easy Permit Process. Qualifying projects can receive same-day permit approvals (a process that used to take 30 days) at a reduced fee of $275 (down from $375).

There are separate steps for small and large rooftop systems. Small rooftop solar PV systems are those generating less than 13.44 kilowatt (kW). Large rooftop solar PV systems are those generating greater than 13.44 kW.

Corn Belt Power Cooperative Rebate Program

Corn Belt Power Cooperative is a generation and transmission electric cooperative that provides power to nine distribution rural electric cooperatives and one municipal electric cooperative. These utilities provide power to farms, rural residences, small towns and commercial/industrial customers in 41 northern Iowa counties.

The member cooperatives of Corn Belt Power Cooperative have established energy efficiency rebate programs to encourage greater efficiency in members' homes, farms, and businesses. Interested parties are encouraged to visit the website of their local electric utility to learn about the specific rebates available and program requirements.

Cleco- Power Wise™ Residential Program

Cleco's Power Wise™ Residential Program provides a number of incentives to its residential customers for energy efficiency upgrades.

This program allows homeowners to make energy efficiency improvements tailored to each home's energy needs. In order to participate the homeowner must contact a contractor participating in the program. A list of participating contractors is available in the program website. The contractor will submit a bid proposal and a rebate application for the program. The rebates will be included as a discount on the invoice.

AEP (SWEPCO) - Efficient Products Rebates Program

Southwestern Electric Power Company (SWEPCO) as part of its Efficient Products Rebates Program offers various rebates and incentives for its residential customers to install energy saving measures. Incentives are available for clothes washers, air purifiers, heat pumps, LEDs, and more. See program website for more details.

Washington Gas - Residential Rebate Program

Washington Gas, as a part of the Maryland EmPOWER program, offers incentives to its residential customer for making energy efficiency improvements. Rebates are available for qualifying water heaters and furnaces. Washington Gas also offers rebates for tune-ups of boilers, fire places, and furnaces.

In addition to appliance and furnace rebates, Washington Gas offers a Smart Energy Rewards thermostat demand response program. Customers with natural gas heating and qualifying wi-fi enabled thermostats can enroll in the program and receive a $20 gift card, plus an additional $10 gift card on each anniversary of enrollment.

NJ Clean Energy- Residential New Construction Program

Note: Effective October 31, 2025, this program will close. A successor program, the New Construction Program, opened on May 1, 2025. 

New Jersey’s Clean Energy Program offers the Residential New Construction Program to incentivize the construction of new homes that meet standards for the following: IECC 2015, EPA ENERGY STAR Certified New Homes, Multifamily High-Rise and the DOE Zero Energy Ready Home Program. The program provides a range of financial incentives depending on the energy efficiency of the homes. Both single family and multifamily buildings are eligible for the program.

New Hampshire Electric Co-op - Residential Energy Efficiency Loan

New Hampshire Electric Co-op offers On Bill Financing Loans to be used for eligible projects under the NHEC Home Performance with ENERGY STAR program for weatherization. This loan program can be combined with NHEC rebates under the same program. Loans are up to $4,000 at 0% interest for up to 48 months.

NHEC also offers loan subsidies as a part of their Residential Energy Efficiency Loan Buy down Program. These are to be used for eligible projects under the NHEC Home Performance with ENERGY STAR program for weatherization and for unrebated costs associated with the installation of High Efficiency Heat
