Energy Efficiency Standard for Focus on Energy

In March 2006, Wisconsin enacted Act 141 (2005), which requires the Wisconsin Public Service Commission (WPSC) to revise goals, priorities, and measurable targets for energy efficiency programs every 4 years.  Funding is provided by ratepayers to the utilities' statewide energy efficiency program (Focus on Energy) in order to achieve these goals, with the funding levels increasing each year. Utilities are required to spend 1.2% of annual operating revenues to fund both energy efficiency and renewable energy programs.

Michigan Saves - Home Energy Loan Program

Michigan Saves financing is financial capital made available to customers through a network of lenders that offer favorable terms based on a negotiated contract. This program helps Michigan families and households reduce costs by financing air sealing, heating and cooling systems, insulation, appliances, and more. Homeowners make the upgrades with the help of authorized contractors through an authorized lending partner.

Texas is credited with being the first state to establish an Energy Efficiency Resource Standard in the United States.* Originally, the goal called for investor owned utilities (IOUs) to meet 10% of its annual growth in electricity demand through energy efficiency. The legislature updated those standards in 2007 (H.B. 3693) and the Public Utility Commission of Texas (PUCT) finalized the goals and provided additional guidance on how to achieve them. S.B. 1125 (2011) amended the goals again. Minor adjustments were made in Docket No. 48692 in 2019 related to cost recovery.

New York Power Authority - Energy Services Programs for Public Entities

NOTE: NYPA currently provides clean energy advisory, planning and consulting services to state and local governments. Its services include, but not limited to, energy audits, energy efficiency project design, procurement and construction, management implementation services, and low cost financing. NYPA has limited grant to facilities these projects and currently does not offer any incentive programs.

NV Energy - Solar Thermal Heating Program

NV Energy is providing an incentive for its residential customers, small commercial, nonprofit, school and other public customers to install solar water heating, solar space heating, and solar pool heating on their homes and facilities.

Customers interested in participating must first reserve their application before commencing with the installation. NV Energy has a limited number of incentives set aside for each customer class for each year, which will be awarded on a first-come, first-served basis until funding for that class has been exhausted. Anne Arundel County - High Performance Dwelling Property Tax Credit

The state of Maryland permits local governments (Md Code: Property Tax § 9-242) to offer property tax credits for high performance buildings if they choose to do so. In October 2010 Anne Arundel exercised this option by enacting legislation (County Bill 78-10) providing a property tax credit for high performance dwellings built on or after July 1, 2010 that meet or exceed USGBC LEED Silver standards. Town of Carrboro - Worthwhile Investments Save Energy (WISE) Homes and Buildings Program

The Town of Carrboro is providing loans to Carrboro businesses and non-profits with fewer than 50 employees to increase their energy efficiency. The current interest rate is 3% and the maximum loan term is 10 years. The minimum loan amount is $1500. Loan applicants must give the town their previous 12 utility bills, and must agree to continue submitting their utility bills for 3 years after the work is complete so the town can measure the performance of the retrofits and the success of their program.

NYSERDA - Residential Financing Options

NYSERDA offers a suite of loans under the Green Jobs-Green New York (GJGNY) Program to help New York State residents finance energy efficiency improvements, and renewable energy systems. Eligible projects include the purchase and installation of solar photovoltaic systems, ground source heat pumps, air source heat pumps, and energy efficiency improvements. Prior to accessing a NYSERDA loan, homeowners must have an energy assessment or audit that identifies energy services to be undertaken.

Residential & Small-Scale Solar Hot Water Program

The Massachusetts Clean Energy Center directs customers to apply for various state and federal incentives for solar water heating. 
Alternative Energy Certificates (AECs)

This program offers a one-time payment to homeowners installing solar hot water. A two-collector system could receive approximately 100 AECs totaling $400-$1,000.
