Rebates

Questar Gas provides incentives for residential customers to purchase and install solar water heating systems on their homes. Rebates of $750 per system are provided to customers of Questar who install solar assisted water heating systems, including pool heating. To be eligible, customers must include with their applications an invoice or receipt that shows purchase date, price, and a description of the equipment. See application and supplemental information sheet for full details.

The Economic Development Corporation (EDC) of the City of Detroit is offering financial assistance to commercial, institutional and public buildings in Detroit that install energy efficiency and renewable energy technologies. Loans are available between $50,000 to $150,000. Eligible technologies include building insulation, glazing treatments, windows, doors, weatherstripping, insulated roofs, solar panels, geothermal installations, wind, hydroelectric, thermal load reduction, HVAC, interior and exterior lighting, electrical, humidification and low flow water/plumbing projects. The City of Bloomington offers fee waivers and other design incentives for developers that incorporate the city's sustainability goals. A full description of the incentives can be found in the city code at 20.04.110 or at the website listed above. The city's four goals include:

• Energy and resource efficiency. Features that meet the energy and resource efficiency goal include green roofs, improved building performance rating, the use of non-polluting and/or renewable on-site energy sources, recycling and/or salvaging at least 50 percent of non-hazardous construction and demolition debris, or utilizing building materials and products sourced within a 500 mile radius.

In February 2006, the Santa Clara County Board of Supervisors approved a Green Building Policy for all county-owned or leased buildings. The standards were revised again in September 2009.

All new buildings over 5,000 square feet are required to meet LEED Silver certification levels, but only buildings over 25,000 square feet must actually register and be certified by the USGBC. Beginning in August 2011, the Massachusetts Clean Energy Center (MassCEC) will provide grants* for feasibility studies of commercial solar hot water systems through the Commercial Solar Hot Water Program. This program is open to residential buildings with five or more units, as well as commercial, industrial, institutional, and public facilities that will require nine or more collectors. Smaller projects should apply under the Residential and Small-Scale Solar Hot Water Program.

Commercial Solar Hot Water rebates are available to electricity customers served by the following Massachusetts investor-owned electric utilities: Unitil, National Grid, and Eversource. In addition, customers of certain municipal

Note:  In 2010, the Federal Housing Finance Agency (FHFA), which has authority over mortgage underwriters Fannie Mae and Freddie Mac, directed these enterprises against purchasing mortgages of homes with a PACE lien due to its senior status above a mortgage. Most residential PACE activity subsided following this directive; however, some residential PACE programs are now operating with loan loss reserve funds, appropriate disclosures, or other protections meant to address FHFA's concerns. Lumbee River EMC is offering 6% loans to residential customers for the installation of solar water heaters on their homes.  To qualify, the systems must be certified OG-300 by the Solar Ratings and Certification Council (SRCC) and installed by a program-approved contractor or an installer certified by the North American Board of Certified Energy Practitioners (NABCEP). Loans of $2,000 or less will be secured as a signature loan. Loans in excess of $2,000 will be secured by a deed of trust against the home and property.

Beginning July 28, 2011, the City of Milwaukee will be offering low-interest loans for solar energy under its Milwaukee Shines Solar Financing program. Loans are available to homeowners of 1-3 unit, owner-occupied homes in Milwaukee. Interest rate maximum is prime rate plus 2.5%, and as low as prime plus 1.5%. Loans are limited to $20,000 and 15 years. Eligible equipment includes solar electric systems of up to 6 kilowatts (kW) and solar hot water systems of up to 8 panels. The Maricopa County Zoning Ordinance contains provisions for siting renewable energy systems. Renewable energy systems other than utility-scale electric generating facilities are allowed as an accessory use within any zoning district as long as certain siting requirements are met. Utility-scale photovoltaic (PV) or concentrating solar power (CSP) facilities are allowed as a primary or accessory use within any IND-3 zoning district, subject to the district's zoning standards and that any water consumed in the production of electricity is supplied from a renewable water source.
