In March 2012, West Virginia enacted legislation (H.B. 2740) that restricts housing associations from prohibiting solar energy systems on homes. Any governing document executed or recorded after June 8, 2012, that effectively prohibits or restricts the installation or use of a solar energy system is void and unenforceable. However, housing association members may vote to establish or remove a restriction that prohibits or restricts the installation or use of a solar energy system.

The California Public Utilities Commission (CPUC) voted in October 2011 to create the California Solar Initiative (CSI) Thermal Low-Income program for single and multifamily residential properties. The program offers rebates that are substantially higher than ones provided under the CSI-Thermal General Market Program.

The program is only available to customers who currently heat their water with natural gas in the service territories of Pacific Gas and Electric Company (PG&E), San Diego Gas & Electric (SDG&E), and Southern California Gas Company (SoCalGas) . For single-family residences, customers must be participating or have previously participated in an Energy Savings Assistance Program

The New Hampshire Department of Energy (DOE) offers grant funding for renewable energy projects installed at commercial, industrial, public, non-profit, municipal or school facilities, or multi-family residences with at least three units.

Eligible forms of energy include electricity or useful thermal energy generated from wind, ocean thermal, wave, current, tidal, hydrogen derived from biomass fuels or methane gas, methane gas, biomass, and hydroelectric

The GreenSun Hawaii program works with various lenders throughout Hawaii to offer financing for renewable energy and energy efficiency upgrades. Through the program, homeowners may be eligible to finance Energy Star refrigerators, Energy Star air conditioners, solar water heating systems or heat pumps, and solar photovoltaic systems.  Non-residential property owners may be eligible to finance lighting retrofits or upgrades, air conditioning, solar water heating systems, solar photovoltaic systems, and windows. An energy audit is required for non-residential property owners.

The City of Dubuque requires a Solar Thermal License in order for a person to install a solar thermal project on a home or business. The requirement does not apply to solar photovoltaics. The licensing requirement can be met one of two ways:

• An installer may be Solar Thermal Certified by the North American Board of Certified Energy Practitioners (NABCEP) or
• An installer may complete the Northeast Iowa Community College Solar Thermal Training

Installers are also required to obtain a permit before altering or installing a system. Application details are available on the program website.

The City of Longwood offers the Raising Energy Efficiency Program (REEP) to owner occupied residences within the City of Longwood for making energy efficiency improvements to their properties while supporting local businesses. 

In order to qualify, applicants must utilize contractors, suppliers or other businesses located in the City of Longwood to make their improvements eligible for the rebate program. Rebate amounts vary based upon efficiency upgrade with a maximum rebate amount of $500 a year per household. A full list of eligible improvements and application instructions can be found on the REEP web site.

The total volume of credits awarded through this program has exceeded the annual budget of $250,000. There is a wait list for new applicants seeking credits that extends until at least July 2024.

The state of Maryland permits local governments (Md Code: Property Tax § 9-203) to offer property tax credits for energy conservation devices if they choose to do so. ThermWise is a Dominion Energy program that promotes the use of energy-efficient appliances and practices to reduce natural gas usage. Through this program Dominion Energy provides incentives for home builders who incorporate energy efficiency into new construction. Builders can receive whole house rebates for building energy-efficient homes as well as rebates for new construction products. All equipment and construction requirements must be met in order to participate.
