Rebates

The Greater Cincinnati Energy Alliance provides loans for single family residencies and owner occupied duplexes in Hamilton, Butler, Warren, and Clermont counties in Ohio and Boone, Kenton, and Campbell counties in Kentucky. To qualify for loans, homeowners must be within the Energy Alliance service territory, adhere to ENERGY STAR® minimum standards, and the upgrade must be completed by a participating Energy Alliance home performance contractor or installer.

Homewoners can review what energy efficiency upgrades are available and apply for either a 6.99% Whole Home loan (which requires a Whole Home Energy Assessment) or a 9.99% Improvement Specific loan from $1,000

 The City of Cincinnati and the Greater Cincinnati Energy Alliance have partnered to provide rebate incentives for homeowners in Cincinnati. To qualify for rebates, homeowners must receive a Home Performance with Energy Star energy assessment, which is provided at a discount price through Greater Cincinnati Energy Alliance.  Total project must be a minimum of $1,000 to be eligible for rebates, and the maximum incentive that can be claimed through this program is $1,500. Homeowners can apply for rebates up to 50% on upgrades such as:

• Envelope air sealing:  $500
• Insulation: $500
• Duct Sealing:  $250
• HVAC: $500
• Water heaters:  $250

The City of Lauderhill offers interest-free loans for EnergyStar appliances through a municipal revolving loan program. Loans from $400 to $2,500 are available to homeowners purchasing new Energy Star-certified appliances from eligible retailers. Tankless water heaters, solar photovoltaic systems, and solar water heating systems are also eligible for the loan program. Loan funds have a one or two-year repayment plan. Eligibility will be determined within 10 business days.

The City of Plano established this loan program through the Department of Energy to support Plano homeowners seeking energy efficient home improvements.

In partnership with BTH Bank, financing will be provided to program participants, subject to credit approval. Loan terms and interest rate will be determined by BTH Bank. Loan amounts range from $2,500 to $25,000. This loan program will continue to offer future loans as existing loans are paid off. Due to Department of Energy and Energy Efficiency and Conservation Block Grant (EECBG) Template Guidelines, no pre-completed project can be funded through the Smart Energy Loan Program.

Eligibility requirements

The Orlando Utilities Commission (OUC) offers residential electric customers a point-of-sale rebate of $1,000 for new solar water heating systems.

Through a partnership with the Orlando Federal Credit Union (OFCU), OUC also offers a Residential Solar Loan Program to finance the solar hot water system. Customers who choose to finance through this special program receive a point-of-sale rebate of $550 in addition to OUC’s interest rate buydown on the loan. All participants must have their systems installed by a licensed contractor and have a permit approved.

Solar pool heating systems are not eligible for the rebate.

Focus on Energy's New Homes Program certifies homes that are built more efficient than the current Wisconsin Building Code. Incentives are available for new homes that are at least 25% more efficient than the current Wisconsin Building Code, and are claimed by the builder or the homeowner that serves as the general contractor and holds the permits.

Tennessee offers a special ad valorem property tax assessment for certified green energy production facilities. Tennessee Code Annotated § 67-5-601 (e)-(f) defines the sound, intrinsic and immediate value of alternative green source properties when they are initially appraised. SB 1000 stipulated that the assessed property value of all certified green energy production facilities (as defined in Tenn. Code § 67-4-2007) may not exceed 1/3 of total installed costs for wind, 12.5% of installed costs for solar, and for other green sources of energy, property should not initially exceed its appropriate capacity factor as determined by the States Board of

The District of Columbia Sustainable Energy Utility (DCSEU) currently offers incentives on air sealing and insulation as part of Home Performance with ENERGY STAR. The DCSEU provides up to $450 in incentives for homeowners who successfully complete qualifying home energy upgrades. Qualifying upgrades require working with a participating contractor, completing a minimum of $600 work of approved improvements.

Uniform Capacity Tax

Solar photovoltaic (PV) systems 50 kW or greater have a uniform capacity tax rate of $4.00/kW capacity, while systems less than 50 kW are exempt. Energy storage facilities with a plant energy rating of 600 kWh or greater have a tax rate of $0.50/kWh of plant energy rate, while energy storage facilities with a plant energy rating less than 600 kWh are exempt.

Statewide Education Property Tax

Vermont fully exempts solar PV systems 50 kW or greater from the statewide education property tax.  For systems less than 50 kW, the state grants a full exemption only if

 Kentucky Utilities Company's Home Energy Rebate program provides incentives for residential customers to upgrade to energy efficiency home appliances and heat and air conditioning equipment.  Rebates are offered for refrigerators and freezers, clothes washers, dishwashers, window film, heat pump water heaters, central air conditioners, and air-source heat pumps.  The amount of rebates offered per customer account per year is limited, and varies by type of equipment.
