On April 23, 2025, Michigan announced the opening of the Michigan Home Energy Rebates program (MIHER), which includes both the HER and HEAR programs supported by IRA funding. The program website does not yet describe the HEAR program incentives, but the press release does identify some incentive amounts.

EV Charging Program

The EV Charging program provides incentives for residential, multifamily, public, workplace, and fleet customers covering Level 2 chargers, DCFCs, and make-ready infrastructure.

Residential customers can receive up to $1,000 for a networked Level 2 EVSE and/or electrical upgrades.

Commercial customers (multifamily, public, workplace, and fleet) can receive up to 50% of costs for a Level 2 charger or DCFC, up to 50% of costs for Level 2 make-ready installation, and up to 100% of costs for DCFC make-ready installation. California - Home Electrification and Appliance Rebate (HEAR) Program

Note: The Federal Inflation Reduction Act (IRA) created the Home Electrification and Appliance Rebate (HEAR) Program. The IRA established the main parameters for this program, but allowed the states to customize the program to meet their state-specific needs. The program is designed to award rebates for purchase of qualifying home electrification equipment and appliances. Residents earning less than 80% of the Area Median Income (AMI) can receive the full rebate amount, and residents earning between 80% and 150% AMI can receive a partial rebate. FY 2026 Program

The Maryland Energy Administration FY26 Maryland Solar Access Program is provided to help eligible Maryland residents install solar photovoltaic (PV) systems to power their homes with clean, affordable, and sustainable energy. This program was established as the “Customer-sited Solar Grant Program” by the Maryland General Assembly’s passage of 2024 S.B. 783, known as the Brighter Tomorrow Act of 2024, and it will improve access to the benefits of solar energy to help ensure that no Marylander is left behind in the clean energy transition.

Green Mountain Power EV Rebate Program

All customers can get a $2,200 rebate on a new All-Electric Vehicle or $1,000 towards a new PHEV. If used, the rebate is $750 for PHEVs and $1,500 for an All-Electric Vehicle. Moderate and low-income customers may be eligible for an additional $1,000 rebate. The incentive offers are available until June 30, 2023.

Community Solar Gardens

In May 2013, Minnesota enacted HF 729, which created the framework for Community Solar Gardens. The law set no cumulative capacity limits, but each Community Solar facility would be limited to 1 MW capacity.

Customers of Xcel Energy subscribe to community solar garden projects offered by private developers. Customers of other utilities may subscribe to community solar gardens that are offered by their utility.

City and County of Denver - Home Energy Rebates

Denver provides incentives for various home energy technologies. Incentives are available for single-family homes, duplexes, and town homes, covering existing homes, rehabs, and new construction; commercial and multifamily buildings are eligible for the city's heat pump rebates for existing buildings. These incentives can be stacked with incentives from Xcel Energy, the state government, the federal government, and the Inflation Reduction Act. Available rebates include:

  • Electric vehicle charger: 80% of cost, up to $200
  • BI-directional electric vehicle charger: 80% of project cost, up to $2,000
  • Cold climate air source heat pump: 40% of project cost, up to $1,200
