United Power - Renewable Energy Rebate Program

United Power is providing rebates to their customers for the purchase of photovoltaic (PV), wind, and solar water heating systems. These incentives are separate from the rebates provided by the Colorado Governor's Energy Office and require separate applications. PV and wind systems must be grid-connected. Systems up to 25 kW in capacity may be installed, but United Power will only provide a rebate for the first 3 kW. Systems installed as part of new construction or residential development properties are not eligible for this program.

Solar Contractor Licensing

NOTE: SB 447 requires that by February 1, 2015 licensed contractors must be in compliance with the Louisiana State Board of Licensing to legally install solar panels. Contractors without solar PV Installer or Solar Heating Installer certifications issued the North American Board of Certified Energy Practitioners (NABCEP) will at a minimum be required to take a written exam to demonstrate competency.

Solar Hot Water Contractor Licensing

Arkansas offers several limited, specialty licenses for solar thermal installers under the general plumbing license. There are three specialty classifications available for solar thermal installers: a Restricted Solar Mechanic license, a Supervising Solar Mechanic license, and a Solar Mechanic Trainee classification. Installers with a Restricted Solar Mechanic license can install and maintain systems used to heat domestic hot water, but are not allowed to perform any other plumbing work. Local Option - Energy Revolving Loan Fund

Note:  In 2010, the Federal Housing Finance Agency (FHFA), which has authority over mortgage underwriters Fannie Mae and Freddie Mac, directed these enterprises against purchasing mortgages of homes with a PACE lien due to its senior status above a mortgage. Most residential PACE activity subsided following this directive; however, some residential PACE programs are now operating with loan loss reserve funds, appropriate disclosures, or other protections meant to address FHFA's concerns. Commercial PACE programs were not directly affected by FHFA’s actions, as Fannie Mae and Freddie Mac do not underwrite commercial mortgages. Taunton Municipal Lighting Plant - Residential PV Rebate Program

Taunton Municipal Lighting Plant (TMLP) offers a rebate of $1.50/Watt rebate on solar photovoltaic (PV) installations, up to a maximum rebate of $4,500. Additionally, customers can receive a $1.20/Watt rebate from the DOER, up to 50%. Black Hills Energy (Electric) - Residential Energy Efficiency Program

Black Hills Energy (BHE) offers rebates for residential Colorado customers who purchase energy-efficient residential equipment. This program offers rebates for customers who purchase and install energy efficient HVAC equipment, appliances, insulation measures, and water heating equipment. Individual pieces of equipment have specific efficiency requirements which can be seen on the program application form at the web site listed above. Coldwater Board of Public Utilities - Residential Energy Efficiency Rebate Program

The Coldwater Board of Public Utilities (CBPU) Residential Rebate Program offers cash incentives to Coldwater, Michigan residential electric customers who install new, energy-efficient equipment. Eligible measures include high-efficiency central air conditioners, air-source and mini-split heat pumps, ENERGY STAR® heat pump water heaters, pool pumps, and smart thermostats. Projects must meet specified efficiency criteria (e.g., SEER >16 for A/C and heat pumps) and be completed between January 1 and December 31, 2025. Duquesne Light Company - Residential Solar Water Heating Program

This program is closed for new applicants.


Duquesne Light provided rebates to its residential customers for purchasing and installing qualifying solar water heating systems. Eligible systems may receive a flat rebate of $300 per qualifying system. Puerto Rico - Renewable Energy Portfolio Standard
