Local Government Energy Modernization Program (L-GEM)

Description: The Local Government Energy Modernization (L-GEM) program is designed to support local governments in planning long-term energy efficiency and clean energy projects that reduce greenhouse gas emissions and reduce energy usage. The program is offering a one-time FY2026 budget of $64 million, broken down into $50 million anticipated for planning activities and renewable energy projects, $10 million anticipated for energy efficiency projects and $4 million anticipated for electrification projects.

New Jersey Manufacturing Program

New Jersey A.B. 5687 created the Next New Jersey Manufacturing Program, a comprehensive tax credit designed to encourage manufacturing activities including clean energy component production at qualified businesses. The tax credit is equal to the lesser of 1) the product of 0.1% of the eligible business's total capital investment multiplied by the number of new full-time jobs; 2) 25% of the eligible business' total capital investment; or 3) $150,000,000.

Higher Education Clean Energy Grant Program

The Higher Education Clean Energy Grant Program is a statewide competitive program that funds solar installations, sustainability and clean energy campus planning, workforce training, and clean energy curriculum development at Maryland institutions of higher education.

Decarbonizing Public Schools Program

The Decarbonizing Public Schools Program aims to help schools develop capacity and advance strategies for promoting clean and efficient energy use in current and future k-12 schools and support agencies. The program includes both formula and competitive funding for activities such as energy data management, net zero energy design considerations for public school planning, solar installations, and energy efficiency upgrades.

Norwich Public Utilities - Commercial Energy Efficiency Rebate Program

Norwich Public Utilities offers a variety of efficiency programs and rebates designed to help residential, commercial, and industrial customers reduce energy use and save on utility costs. The programs begin with a free energy analysis to identify opportunities for improvement and may include upgrades for lighting, heating, cooling, and process equipment. Businesses can also access incentives for variable frequency drives, financing options for larger projects, and programs supporting efficient natural gas systems.

Community Solar LMI-PPA Grant Program

The Community Solar LMI-PPA Grant Program provides monetary incentives to ensure that the benefits of community solar are available to income qualified Maryland households. 

In FY 2026, the income requirements focus on households that meet the definition of low-income only. 

The grant is divided into two areas of interest (AOIs):

  • AOI 1: Project Granted Capacity Under the Community Solar Permanent Program - The project must guarantee at least fifteen percent (15%) of the energy output from the community solar system is subscribed to Low Income subscribers, with minimum cost savings to those subscribers of twenty-five percent (25%) from the utility’s

Solar Energy Program (Grant Category)

The Solar Energy Program (SEP) program offers financial assistance as grants and loans to eligible applicants to promote manufacturing, research and development, and generation of solar energy in the state. The program is administered jointly by the Department of Community and Economic Development (DCED) and the Department of Environmental Protection (DEP) under direction of the Commonwealth Financing Authority (CFA).

Solar for Schools Grant Program (S4S)

The Solar for Schools Grant Program was established by the Pennsylvania Solar for Schools Act. The program awards grants to school districts, intermediate units, charter schools including cyber, regional, and a school for education of the deaf or the blind, area career and technical schools, specific trade and technical schools, and community colleges can use to fund solar energy projects. The grants are intended to support purchase and installation of equipment, permit fees, energy storage, and utility interconnection.

Energize Delaware - Solar for School Districts Grant

Energize Delaware is now accepting grant applications for their Solar for School Districts Grant. Schools within a Delaware public school district may use grants for feasibility studies, installation, array components, and the cost of utility upgrades. Successful grantees will be offered a contract with Energize Delaware that will set forth the terms of the grant. Grants will be active for a period of 24 months after the funding has been allocated and the grant has been approved by Energize Delaware.

Eligible new projects include feasibility studies, installation, array components, and cost of utility upgrades. Successful grantees will be offered a contract with Energize Delaware that will set forth the terms of the grant. Grants will be active for a period of 12 months after the funding has been allocated and the grant has been approved by Energize Delaware.
