Energy Smart Colorado is the first rural multi-jurisdictional consortium in the U.S. to implement a comprehensive residential energy efficiency program.

Residents of Boulder, Eagle, Gunnison, Lake, Pueblo and surrounding counties, Roaring Fork Valley, Southwest Colorado, Summit, Park, Yampa Valley, Routt, and Moffat counties are eligible for energy efficiency and renewable energy assistance, rebates, and financing through the Energy Smart Colorado program. The program helps homeowners identify, finance, and complete energy improvements in their homes.

Voluntary Clean Energy Portfolio Standard

In May 2011, Indiana enacted S.B. 251, creating the Clean Energy Portfolio Standard (CPS), also known as the Comprehensive Hoosier Option to Incentivize Cleaner Energy (CHOICE) program. The program sets a voluntary goal of 10% clean energy by 2025, based on the amount of electricity supplied by the utility in 2010. Indiana's participating utilities receive an incentive to increase the amount of renewable energy sources in their portfolio.

Interconnection Guidelines

In October 2009, the Regulatory Commission of Alaska (RCA) approved net metering regulations. These rules were finalized and approved by the lieutenant governor in January 2010 and became effective January 15, 2010.  In May 2011, the RCA approved interconnection guidelines.  All utilities subject to Alaska's net metering regulations were required to issue revised tariffs that address interconnection.

City of San Diego - Sustainable Building Expedited Permit Program

In 2002, the City of San Diego passed Resolution R-298001, which amended the Sustainable Building Policy to allow for expedited permitting for sustainable buildings. Sustainable buildings are defined in Policy Number 900-14, and the expedited permitting program is described in Policy Number 600-27. The Sustainable Building Policy is scheduled to be revised every three years.

New residential, commercial, and industrial development projects are all eligible for expedited permitting. CoServ Electric Cooperative - Residential Energy Efficiency Rebate Program

CoServ Electric Cooperative's "Think Green Rebate Program" provides a range of incentives encouraging its residential customers to upgrade to high efficiency equipment in their homes. Rebates are available for CFL and LED lighting upgrades, HVAC tune-ups, new Energy Star Homes, heat pumps, water heater replacements, room AC units and dishwashers. Lansing Board of Water & Light - Residential Energy Efficiency Rebates

The Lansing Board of Water & Light (BWL) offers multiple energy efficiency rebate programs to residential homeowners and renters who are customers of BWL. Rebates are offered for programs including:

  1. Appliance recycling
  2. Energy Star appliances
  3. Energy Star lighting
  4. Heating and cooling
  5. Electrification
  6. Electric vehicle charging

Some rebate amounts vary by equipment efficiency or capacity. Purchased products must meet all program standards in order to receive rebates. Application forms are available on the program website. Customers can contact BWL for any further information about these programs.

City of Philadelphia - Streamlined Solar Permitting and Fee Reduction

Photovoltaic systems of 10 kW or less installed on 1- or 2-family residential units are eligible for streamlined permitting and a fee reduction. PV projects can use a combined electrical and building permit (an "EZ Permit") instead of filling out two separate permits if the project meets certain installation and electrical requirements (as outlined on the combined permit form).

Certain installations are prohibited:

  • On engineered roof trusses, except when the applicant provides a letter from a professional engineer stating that the roof has been inspected and the proposed solar system has been evaluated and will not negatively impact

City of Houston - Property Tax Abatement for Green Commercial Buildings

Note: These guidelines and criteria for tax abatement were readopted by the City Council on August 28, 2024, and absent further extension they will expire on August 28, 2024.

In September 2009, the City of Houston Tax Abatement Program was enacted (Ordinance No. 2009-858), establishing a partial tax abatement for U.S. Green Building Council Leadership in Energy and Environmental Design (LEED)-certified commercial buildings. The tax abatement was extended most recently in 2024 under Ordinance No. 2024-624.

Homebuyer Solar Option and Solar Offset Program
