The Palau Net Metering Act of 2009 established net metering on the Island of Palau. Net metering was implemented in order to:

1. Encourage investment in renewable energy sources. 

2. Stimulate economic growth.

3. Reduce demand for electricity when alternative energy is available.

4. Enhance the continued diversification of the energy resources used in Palau.

5. Reduce fossil fuel imports for electricity generation and increase energy independence. 

6. Reduce carbon emissions and benefit Palau's environment.

Energy Revolving Loan Fund

The Rhode Island Economic Development Cooperation (RIEDC) administers Energy Revolving Loan Fund (ELF) which provides low interest loans for RI business for energy saving investments. This loan program is funded by reprogrammed stimulus money from the American Recovery and Reinvestment Act (ARRA). Funds can be used to install renewable energy projects, energy efficiency, or purchase energy saving equipment. Terms of loan vary between 5-10 years with interest rates between 1%-3% depending on the project.

Businesses applying for financing are required to provide:

  • Earnings which can support the debt requested or projected growth which can generate a clear path to earnings

FHA PowerSaver Loan Program

Federal Housing Administration (FHA) through its PowerSaver loan program offers three financing options for homeowners to make energy efficiency and renewable energy upgrades in their residences. For all three PowerSaver products, borrowers must select from a list of approved PowerSaver lenders. Please check the HUD website to find a list of participating FHA approved lender for the program. PowerSaver products are not currently offered in all states, so all potential applicants are encouraged to first check the program website to ensure product availability in their location.

Parking Lot Solar PV with EV Charger Grant Program

Maryland Energy Administration (MEA) offers grants for installing solar photovoltaic (PV) over parking lots with electric vehicle (EV) chargers.  The system must install a minimum of 75 kW of solar mounted on a canopy structure over the parking lot with a minimum of four qualified Level II or Level III EV chargers. The program offers grant up to $600 per kW of PV installed with a maximum cap of $300,000 per project. Total fund of $1.6 million is available for FY 2021 for the program.

Xcel Energy - Residential Energy Efficiency Financing

Xcel Energy connects residential customers with third-party lender Elevations Credit Union to provide qualifying residential customers with access to loan products for home energy efficiency improvements. Loans for qualifying home energy efficiency projects can be combined with rebates to make projects even more affordable (loans are also available for non-rebated measures).

Elevations Energy Loans: In Boulder County, homeowners have access to low interest loans for energy improvements through the Energy Smart program. Further programs are offered throughout the State of Colorado through the RENU program, sponsored by the Colorado Clean Energy Fund.

City of Sebastopol - Mandatory Solar Requirement for Residential and Commercial Buildings

In 2013 The City of Sebastopol became the second U.S. city to require photovoltaics (PV) to be installed on new buildings. The ordinance applies to all new commercial and residential buildings, and additions to existing commercial and residential buildings. The ordinance defines additions to commercial buildings as any addition that increases the square footage by 1,800 or greater and all remodels, alterations or repairs of more than 50% of the structure. City of Lancaster - Mandatory Solar Requirement for New Homes

In 2013 The City of Lancaster became the first U.S. city to require photovoltaics (PV) to be installed on new homes. All residential buildings with a building permit issuance date of January 1, 2014 or later must have a certain amount of photovoltaics (PV) installed. The specific system size requirements vary according to zone and lot type:

West Penn Power SEF Grant Program


The West Penn Power Sustainable Energy Fund (WPPSEF) promotes the use of renewable energy and clean energy among commercial, industrial, institutional and residential customers in the West Penn market region. Eligible technologies include solar, wind, low-impact hydro, sustainable biomass such as closed-loop biomass and biomass gasification, and innovative natural gas technologies as well as energy efficiency. Clean energy refers to advanced technologies, including landfill gas and fuel cells, which use fossil fuels but have significantly lower emissions and waste than current commercialized technologies and fuels derived from waste.

City of Albuquerque - Solar Easements and Rights Laws

Albuquerque replaced its Zoning Code, Subdivision Ordinance, and Sector Development plans in 2018 with an Integrated Development Ordinance (IDO) that is updated annually. The IDO states that the city "may not approve any subdivision application for property on which there are any deed restrictions, covenants, or binding agreements prohibiting solar collectors from being installed on buildings or erected on the lots or parcels within the application."

TVA - Solar Solutions Initiative

Solar Solutions Initiative (SSI) is a pilot program that offers additional financial incentives for Solar PV systems participating in the Renewable Standard Offer program. Applications for new projects for the year 2015 will open on January 2, 2015. Participants applying for the Solar Solutions Incentive program are required to apply through the Renewable Standard Offer program.

The program offers performance based incentive of $0.04/kWh for the first 10 years after the project is operational. This incentive is additional to the seasonal and time-of-day price for electricity offered through the Renewable Standard Offer program.
