Massachusetts Public Benefit Funds

Massachusetts's 1997 electric utility restructuring legislation created two separate public benefit funds to promote renewable energy  and energy efficiency for all customer classes

Funding and Administration

The energy efficiency fund is authorized to support energy efficiency programs, including demand-side management (DSM) programs and low-income energy programs. It is funded by several sources: a non-bypassable surcharge of $0.0025 per kilowatt-hour (2.5 mills/kWh), imposed on customers of all investor-owned electric utilities in Massachusetts; amounts generated under the Forward Capacity Market program administered by ISO-New England; cap-and-trade pollution control programs, including the Regional Greenhouse Gas Initiative (RGGI)

Lake Country Power - Residential Energy Efficiency Rebate Program

Lake Country Power (LCP) encourages energy efficiency by offering financial incentives to residential customers. Rebates are available for ENERGY STAR® rated products purchased in the current program year. All equipment requirements must be met in order for installations to be eligible. Eligible products include:

Minnesota Valley Electric Cooperative - Residential Energy Efficiency Rebate Program

Minnesota Valley Electric Cooperative (MVEC) offers financial incentives to encourage energy efficiency within the residential sector. Rebates are available for a variety of equipment including air-source heat pumps, ground-source heat pumps, Energy Star appliances, and electric resistance heating products. Wright-Hennepin Cooperative Electric Association - Residential Energy Efficiency Rebate Program

Wright-Hennepin Cooperative Electric Association provides financial incentives for its residential customers to purchase and install energy efficient HVAC equipment. Rebates are offered for qualified geothermal, air source, and ductless heat pumps, central air conditioners, ECM motors, pool pumps, and electric water heating. Rebates for air-source heat pumps and central air conditioners vary based upon system efficiency. All equipment must meet program requirements and be installed within Wright-Hennepin Cooperative Electric Association service territory. Rebates are issued as a credit on utility bills. Vera Water & Power - Residential Energy Efficiency Rebate Program

Vera Water and Power offers several rebates to electric customers who purchase and install energy efficient equipment. Rebates are available for a variety of equipment. All efficiency standards must be met in order to receive water heater or window rebates. Window rebates are based on the square footage replaced. Middle Tennessee EMC - Residential Energy Efficiency Rebate Program

Middle Tennessee Electric Membership Corporation (MTEMC) and the Tennessee Valley Authority (TVA) offer incentives for residential customers through the eScore Program by:

Step 1 – Homeowner contacts a Quality Contractor Network (QCN) member to get started.
Step 2 – The QCN member completes the energy efficiency improvements on the home.
Step 3 – An MTEMC Energy Services Coordinator will review the installed measures and provide an eScore evaluation, which includes:
• An eScore card, which ranks the home from 1 to 10 (10 being the best)
• A customized list of recommended energy efficiency upgrades

Pearl River Valley Electric Power Association - Residential Energy Efficiency Rebate Program

Pearl River Valley Electric Power Association provides incentives through its Comfort Advantage Program to encourage energy efficiency within the residential sector. Rebates are available for heat pumps and electric water heaters in both new and existing homes. However, higher rebates are offered if a home meets the standards of a Comfort Advantage Home. Such homes must be new and feature:

  • Flat ceiling insulation of R-30 or higher
  • Roof/ceiling combination insulation of R-19 or higher
  • Wall insulation of R-18 or higher
  • Floor insulation of R-19 or greater
  • Double glazed or stormed windows
  • Glass area less than 20% of total floor area
